Objective: To visually observe and inspect the physical condition of vehicles, to verify such vehicles are in a safe reliable condition prior to entering the construction site.
制定本条例的目的： 指导有关检查人员用目力观察和检验车辆状况，并验证车辆在进入现场之前车况安全，性能可靠。
1. If necessary have the truck driver start the engine vehicle.
如果有必要，请卡车驾驶员发动车辆引擎。
2. Get the truck driver to “set” the emergency brake and test the emergency brake by attempting to move the vehicle a very short distance.
让卡车驾驶员把刹车“放”在紧急制动档，然后让卡车开一小段距离，再试一下紧急制动的性能。
3. With the emergency brake remaining “set” have the truck driver turn on and test the headlights both high and low beams, both left and right front signal lights and the windshield wipers.
将刹车继续“放”在紧急制动档，让驾驶员使卡车转弯，以此试一下车辆的前照灯，包括大灯、小灯、左侧和右侧信号灯以及挡风玻璃刮水器等。
4. Inspect the hood and check to ensure that it is securely latched in place.
检查一下引擎罩，验证其卡栓是否松动。
5. Visually inspect to ensure that both left and right rear view mirrors are secure and in an acceptable condition.
进行目力检查，确保车辆左右两侧的反光镜是否牢固，是否调整在正确位置。
6. Visually inspect the windshield for noticeable damage especially in the line of vision of the truck driver.
用眼睛检查挡风玻璃，看看是否有明显的损坏，特别要注意处于驾驶员视线的范围内的玻璃有否损坏。
7. Visually inspect the cab of the vehicle to ensure doors; bumper & body parts are intact. In addition, verify that both front tires are properly inflated and in an acceptable condition.
检查车辆的车身外观，看看车门、缓冲器和车身零部件是否完好无损。另外，检查一下车辆的左右前轮是否已经瘪气，是否还能正常行驶。
8. Move to the rear of the vehicle, while moving to the rear of the vehicles look for any obvious damage, broken or missing parts relating to the suspension, springs and any leaking fluids.
再检查车辆后面，看看车辆尾部是否有明显的损坏、开裂，是否有与悬挂装置或弹簧有关的零部件缺失，或者是否有漏油漏水一类的现象出现。
9. Check the condition of the rear tires for damage and proper inflation.
检查后轮的情况，看看是否有损坏，充气是否恰当。
10. Have the truck driver test the rear brake lights and both turn signals to ensure they operate.
让驾驶员试一下车后刹车灯和两组信号灯，看看是否一切正常。
11. Inspect the load and ensure it is suitably secured and stable and that no movement can occur while being transported on site. Movement could mean the load falling off the rear or over the side if the load is too high as an example.
检查车上所装货物，确保捆扎结实牢固，配载均衡稳定， 在现场行驶途中，货物不会发生移动。货物发生移动，说明装车有问题。例如，当车上的货物装得太高时，如果发生移动，就容易从车厢后面或两侧掉落下来。
12. Verify that the fuel tank cap is in place and secure.
检查以下车辆的油箱盖是否盖紧盖牢。

13. Listen to hear if there are any obvious air leaks or excessive exhaust noises.
用心听一听，是否有明显的漏气声或过分的排气噪声。
14. Determine if the vehicle has suitable road clearance to travel safely to its site destination.
为了确保车辆能够安全驶抵目的地，检查车辆所装货物的尺寸，是否留有足够的余量。
15. When issue vehicle permit sticker, ensure the vehicle has a fully charged and accessible fire extinguisher in the cab.
检查完所有上述项目之后，在给车辆发放通行证之前，最后还要检查车上是否配载有灭火器，灭火器里的材料是否充足，灭火器的状况是否良好。
